Yolanda is the Executive Director, Rates at the British Columbia Utilities Commission (BCUC) where she leads a large team of professional and administrative staff. She manages all general rate and rate design proceedings at the BCUC, including various high-profile and regulatory matters. With a combination of 20 years of industry and regulatory experience, Yolanda offers deep knowledge and expertise in energy regulation, project management, strategic leadership, and adjudicative processes. Yolanda is also part of the executive team, responsible for leading the planning and strategic direction at the BCUC and is the incoming Chief Operating Officer in 2023.

She holds a Bachelor of Commerce degree from the University of Alberta and is a Chartered Professional Accountant in British Columbia. Yolanda also sits on the board of directors for Pathways Clubhouse, a non-profit organization promoting mental wellness through inclusive community programs, meaningful work, education, and quality housing for people who live with mental illness.
