Tatsuya Shinkawa

Secretary General, Electricity and Gas Market Surveillance Commission of Japan

Tatsuya Shinkawa is the Secretary General of the Electricity and Gas Market Surveillance Commission, Ministry of Economy, Trade and Industry (METI) from Japan. He worked on the electricity policy, nuclear safety policy and economic and industrial policy in the MITI and METI from 1991.

He was the Director for Human Resource Policy in METI from 2008 to 2010, the Chief Representative, Representative Office in Washington, D.C. of New Energy and Industrial Technology Development Organization (NEDO) from 2010 to 2013, the Director, Nuclear Accident Response Office, the Agency for Natural Resource and Energy (ANRE) in METI from 2013 to 2015, the Director, Market Surveillance Division, Electricity Market Surveillance Commission (EMSC) in METI from 2015 to 2016, the Director, Policy Planning Division, Electricity and Gas Market Surveillance Commission (EGC) in METI from 2016 to 2018, the Director-General for Nuclear Accident Disaster Response and Director-General for International Energy and Technology Cooperation in METI from 2018 to 2021 and the Deputy Director-General, Manufacturing Industries Bureau in METI from 2021 to 2022.

He earned his Master degree at Kyusyu University, Interdisciplinary Graduate School of Engineering Sciences, Japan in 1991. He was a visiting researcher in Stanford University in USA from 1999 to 2000.
