Founding partner of Enix, a consulting firm specialized in energy regulation. During 2015-2017, he lead the Mexican Chapter of the World Energy Council (WEC). From 2005 to 2015, he served as Chair of Mexico’s Energy Regulatory Commission (CRE) where we was an active promoter of the Energy Reform. During 2011-2015 he chaired the Ibero-American Association of Energy Regulators (ARIAE). He has a Master's Degree in Public Financial Policy from the London School of Economics (LSE) and is a Chemical Engineer from the Autonomous University of San Luis Potosí.
