Director, International Programs, National Association of Regulatory Utility Commissioners (NARUC), USA

Ms. Hammel has pioneered NARUC’s international strategic vision through development of results-oriented energy and regulatory programs since 1999, providing technical and operational leadership. She has spearheaded influential partnerships with the United States Agency for the International Development, the United States Department of State and foreign regulatory agencies. She has managed more than $100 million in obligated funding from various US Government donor agencies, targeting donor clients’ goals to the needs of international energy regulatory agencies and leveraging in-kind volunteer contributions from NARUC’s members and other technical experts. Under her leadership, NARUC designs and implements successful targeted trainings, peer reviews, dialogue facilitation, and institutional development documents, delivering results for energy regulators in 50+ countries in Asia, Africa, Southeast Europe & Eurasia, Latin America, and the Middle East.

Ms. Hammel plays a central role in the USAID/NARUC Advancing Women Leaders in Energy (AWLE) initiative that features skills-focused training and mentoring to enhance mid-career women to create the next generation of women leaders in energy in the Europe & Eurasia region. AWLE also focuses on institutional change through its Human Resources Group and enhancement of career options through Mentoring Circles and Gender Internships. This project also is supporting development of women in energy associations in selected countries. Erin oversees the budgeting, operations, implementation, and compliance of international projects to ensure that they are consistent with donor goals, support broad efforts to advance regulatory practices in emerging economies. On behalf of NARUC, Erin plays key roles in the sustainability of the International Confederation of Energy Regulators (ICER) and World Forum on Energy Regulation. Additionally, Erin provides support to the NARUC Subcommittee on Education & Research. Erin graduated from Occidental College with a bachelor's degree in Russian Studies.
