Chair, Michigan Public Service Commission

Dan Scripps was appointed by Governor Gretchen Whitmer to the Michigan Public Service Commission (MPSC) in February 2019 and named Chair in July 2020. As a Commissioner, Mr. Scripps has been an active participant in multiple state energy advisory groups, including the Upper Peninsula Energy Task Force, the Michigan Dam Safety Task Force, an Interdepartmental Workgroup on Propane Security, and the Michigan Council on Climate Solutions, where he helped draft the plan for Michigan to reduce economy-wide greenhouse gas emissions 52% by 2030, on a path to net zero emissions by 2050.

Chair Scripps currently serves as president of both the Mid-America Regulatory Conference (MARC) and the Organization of MISO States (OMS). He previously chaired MISO's Regional Expansion Criteria and Benefits (RECB) Working Group, helping to develop consensus around cost allocation for the largest-ever portfolio of electric transmission projects in U.S. history.

Chair Scripps is a member of the Board of Directors of the National Association of Regulatory Utility Commissioners (NARUC) and serves on the FERC-NARUC Joint Federal-State Task Force on Electric Transmission and the Task Force on Emergency Preparedness, Recovery, and Resilience. He is a member of NARUC’s Committees on Critical Infrastructure, Gas, and International Relations, and the Washington Action Program. He is also an active participant with NARUC’s international programs, participating in regulatory engagements on four continents.

Mr. Scripps previously served in the Michigan House of Representatives, where he chaired the Banking and Financial Services committee and served on committees dealing with energy, telecommunications, and environmental protection. He also worked with state and national clean energy trade associations and practiced law in the Washington D.C. office of a leading global law firm, advising regulated utilities, project developers, and financial institutions on cutting-edge domestic and international energy projects.

Mr. Scripps is a graduate of Alma College and the University of Michigan Law School. He lives with his family in northern Michigan.

Connectivity and Integration to Support Regional Energy Markets

Energy regulators around the world are increasingly focused on connectivity and integration, especially in the context of developing regional energy markets. Regional energy markets play an important role in improving the energy security of countries by bolstering the resources and systems beyond local or national borders. They also help ensure that consumers receive reliable and affordable electricity while promoting increased use of clean energy resources. As new investors and traders enter the markets, it behooves energy regulators to promote coordinated regulatory frameworks to facilitate investments and increased access. This session will discuss key regulatory concepts and structures that various state-level regulators in the U.S. have developed with each other and with the Federal Energy Regulatory Commission (FERC). Just as utilities have significantly increased their coordination efforts to address efficiencies, especially in regional transmission organizations (RTOs), regulators have, likewise, developed a number of working-level systems to strengthen the regional regulatory frameworks.
