Graduated in Geology from the Federal Rural University of Rio de Janeiro (1989). Master in Geosciences (Geochemistry) from the Fluminense Federal University (1995). Specialization in Sanitary and Environmental Engineering from the State University of Rio de Janeiro (1991). MBP – Master Business in Oil and Gas by the Federal University of Rio de Janeiro (2000). Specialization in Public Administration with emphasis on Oil and Gas from Estácio de Sá University (2017).

For 10 years he worked at the National Institute of Metrology, Quality and Technology (INMETRO), in Technical Regulation of Products and Environment Department. He worked in Quality Audits at national and international level, as well as in the Group of Technical Regulation of Products for Trade in Mercosur (SGT-3).

Since 2005 he works at National Agency for Petroleum, Natural Gas and Biofuels (ANP), having worked in the Research and Development Superintendence (SPD), analyzing R&D&I projects, Production Development Superintendence (SDP), as technical responsible for the production fields, in the Superintendence of Technical Data (SDT), as Coordinator of the Exploration and Production Database - BDEP, Deputy Superintendent and Superintendent. On January 31, 2022 he was summoned to assume the position of Deputy Director, due to the termination of the term of office of Director José Cesário Cecchi. He is currently Director of the ANP, appointed on March 18, 2022 and sworn into Directorate IV on April 20, 2022.
