Chenée Riley

General Counsel at the Office of Utilities Regulation of Jamaica (OUR)

After receiving her law degree and Certificate of Legal Education from the University of the West Indies, Cave Hill Barbados, and Norman Manley Law School Jamaica respectively, she joined the staff of the Attorney General’s Department where she remained for ten years.  A career civil servant, she did two periods of secondment at the Airports Authority of Jamaica, and served on various public boards and committees including the Teacher Services Commission, the Universal Access Fund Company Limited, the Legal Aid Council, and the Civil Aviation Appeals Tribunal.  Chenee has been working with the OUR since September 2009.

As head of the legal department at the OUR, Chenee is involved in the review of licence applications for persons wishing to participate in the telecommunications and water and sewerage sectors, the examination and issue of determinations on tariff applications of regulated entities, monitoring, investigative and enforcement activities in relation to licensee compliance with statutory and licence obligations, and the examination and development of legislation and policy that inform the regulatory frameworks that govern the regulated sectors.

Chenée holds a Post Graduate Diploma in Corporate and Commercial Law from the University of the West Indies, Cave Hill, Barbados, and a Masters of Law degree with an emphasis on Public Law from the University of the West Indies Mona, Jamaica.
